There's no pre-travel authorisation for Ireland - everything happens at the airport. Once approved by immigration, your passport will be stamped with the period of stay granted by the officer. That stamp is your official permission to be in the country.
No fixed amount is published officially, but officers can ask how you plan to fund your trip. Travelers may be asked to demonstrate sufficient funds for their stay through bank statements, credit cards, or other financial evidence.
A hotel booking or a letter from whoever is hosting you goes a long way at the border. You may not always be asked, but having it ready removes any doubt and keeps things moving quickly.
